Yes, I had this same issue. I took the top cover off, removed the glove, and vacuumed up all of the loose litter and dust that had made its way all over the place after about 1.5 years of use. Still was getting the over torque fault even though the litter was significantly below the max line. Emptied the globe completely.

Check and see if the weight in the rubber liner is properly seated, if it is you should be able to feel it if you press up into the center of the liner while it's upside down.
