Each school has their own classifications for who gets their secondaries and how many. Some take the top 50% or other set number, some just have a set GPA/MCAT cutoff, etc. For example, Mayo gets about 2500 apps/year (i think) and will do phone interviews (their secondaries) for about 500. Then they interview about 250.

Some of the secondaries take some time to do. It takes ~6 weeks for TMDSAS to process your application so use that time to work on the secondaries.
