If you go dex/int you could use moonveil (albeit with that I’d probably go moonveil right hand and uchi left hand vs nagakiba since the strength req is quite high) If you go dex/arc you could use RoB (similar problem for the strength)

It depends if you want to do a bleed build or not. I would say the bleed build is overall probably stronger, but some enemies are immune to bleed, so keen will be more consistent. Depends on how you wanna build the rest of your character.
