When hiring a steward you have to bring a follower of your choosing to the plantation in order to make them a steward. It took me forever to figure that out but I finally got Faendal to be my steward. You can also hire 2 extra hands to work. I have my drinking buddy from whiterun to be a hired hand and had Faendal hire another one.
