Hmm. I see lots of kill moves that npcs do on each other with violens enabled, and I have kill moves disabled so npcs may not use them against me. Might be another mod which is conflicting with that? Dunno. If the car beside you moves ahead / As much as if feels as though you're dead / You're not going backwards.
