Beat him level 40ish first go. Each breath-pulse-thing of the rot did about 1/5th of his health and added a sick DOT. Going back with a Faith/Str melee build at 60 and getting my ass beat to a pulp over and over. TLDR; depends on the build. If you're either a mage or scarlet rot user, level 60ish, otherwise, 70+.
