The most time-efficient way to farm seals from dungeons is running Sohm Al unsynced for gear. I did this myself recently. We got our FC 1-30 in about a month. BLU mages (lvl 70) can solo the 61 dungeon in about 4-5 min. And Fractal Continuum drops 2 items per boss chest, which is super easy solo unsynched.

Longer answer: they added the ranks beforehand so whenever they decide to update the Grand Companies and add new ranks, all they would need to do is add the new rewards and methods in which to rank up, and not potentually run risk of breaking the entire GC system because they tried to add more ranks to something that it wasn't designed for.

Went rank 1-2 at around 4.5k, it's slightly higher than the 2.7k mentioned everywhere on the web. FATEs definitely give XP even at bronze level (0.7 times the FATE level or so).
