They started dropping after raid launched if you have one exotic Glaive pattern already and the drop rate is pretty much the same as a raid exotic but likely no bad luck protection so it'll always be 5%. It's RNG just bad luck. ~120 Master wellspring to get all 3. fyi you don't need to be a certain class to drop them, you can drop all three patterns just playing one class.

I personally can't, I've tried finishing the campaign, all the Witch Queen side quests, completing multiple runs of the Wellspring on Master difficulty, and I can't interact with the Evidence Board in the Enclave, nothing appears in the quest terminal in the H.E.L.M. and the Tower, so no Exotic Glaive for me on 2/3 characters.
It has an abysmally low drop rate, me and a friend both farmed it together and it took us each around 30~ to get a pattern. Then a bit more for the 2nd.
