Ran's best build. Full speed and eff to not depend of tagehel and easier to build than the very fast with offensives stats. You need like speed/eff and the rest doesn't matter that much. But if your speed gears are trash such as mine, you can go for the Pavel route. Mine is build like that and he deals goods damages for an opener.
