I have a hammer , more than enough nails and plank on me, and i have already barricaded 2 windows on the building but i can't seem to put up planks on either the door or the 3 remaining windows. The answer is to enable admin and player safehouses in the server settings, then just right click after relaunching the server and claim the house as a safehouse, and you'll be able to board up the windows just fine.
