Choke seems to be engaged all the way although I have to hold lever down to keep it there. Plan to replace plugs but local stores are telling me diferent things. Plugs in it are ngk dpr7ea9.

This is because Kawasaki went and upgraded the oil pump from plastic to metal. The problem was most common on the Vulcan 1500 Classic models, and owners opted to replace the oil pump with a third-party one. Get both readings and compare them to the battery voltage and the manual for recharge voltage. If it's off then get it replaced. It also could be low electrolyte levels in the battery. 1.

If your 1500 vulcan won't start... It's not the sidestand switch, if it won't start. It just won't run with sidestand "down" and in gear, with the clutch out. So here's the troubleshoot. First check the battery voltage. It should be 12.5 or more. Then check that the positive and negative connection are clean and tight on the battery.
