It should be easy to get a refund. Uber has your book time and cancel time. In general, you get a refund if the driver missed the initial ETA. Or impossible to meet the ETA at some point in time. Uber should have driver's positions along the route or more. It helps if you screenshot the ETA and positions of the driver.

Actually this happens sometimes whenever you get in an area with more delivery options than rides, Uber will then prioritize your options. You either have to leave that zone via the freeway. Or to avoid that, next time before you even get into such an area, remove delivery and stay on rides only.
