Fallout 4 runs much better without Vsync on, regardless of what computer it is running on. Turning it off doesn't break anything as long as you don't go over 60fps. I would recommend disabling Vsync and using afterburner/rivatuner to limit fps to 60 so that the game doesn't speed up or break physics etc. read what …
