Issues with 2014 chevy cruze.

Just bought a used Cruze and have 2 key fobs....one works with no issues, the other one only works with locking the doors and unlocking the trunk...nothing else. I took it apart cleaned the board with rubbing alcohol, put it back in a new key fob assembly, and it still only locks and unlocks the truck...doesnt unlock or remote start the car.The 2014 Chevrolet Cruze has been recalled 7 times due to several issues which include possible fracture of the front half shaft, transmission issues, and airbag issues among others.
