In FH5 (if you get around the wheel related crashes) the wheel feels better than all other forza games I have played (FH3, FH4, FM7) No where near a proper sim, but more than playable. It is a ton of fun honestly. I didn't really deviate from the default settings either.

I’ve got both traction and stability control enabled. I'd say disable the assists and dial in a custom tune yourself. Try a FWD car and see if the same thing happens. Oversteer should be a car issue, not your steering wheel.
