From what I've been able to gather so far, the top 3 EoR builds are acid (dervish, though this one may have been nerfed in the recent patch), fire (shieldbreaker) and physical (warlord or oppressor). The RR was only part of the problem. The original crit system gave crazy damage numbers. Plus you could easily get close to 100% CDR on Shadow Strike.
