It's a DEX/INT weapon, if you're pure DEX you probably shouldn't bother with it. If you're DEX/INT it's basically broken though. High damage, high bleed, and its unique skill is a better version of Unsheathe that shoots projectiles stronger than most actual sorceries. Moonveil and Meteorite Katana scale off int, which means you want to raise that and generally also learn sorceries. For you’re Uchi you’d want an ash of war that makes it scale off int. Moonveil doesn't so much one-shot as insta-stagger a lot of enemies with the weapon art (the R2 version). A lot of tough enemies get staggered by one L2+R2 and then killed by the critical hit you can follow up with, and a good number of bosses get staggered in like two or three hits from it, too.
