For a guaranteed stellar, you can combine fragments you get from loot collecting ones you don't want at the adventurer's crafting bench.

But 794 is really high. Im not sure about max pr i dont have any maxed gems yet. The highest I've rolled is 850 at level 1. However, by the time you level it to 15, it changes drastically. Comparing at lv 15 is better.
